God in His Infinite Wisdom granted peace to Mother Jacqueline M. Carter on Wednesday, February 25, 2026, at the age of 89. Jacqueline, affectionately known as Mother Carter, was the second of eight children born to William and Louise Morant on November 2, 1936. She married Elvyn Carter in 1957. From that union they have four children, Gerald S. Carter, Roxanne S. Carter, Gwendolyn Parson-Lewis, and Jacqueline A. Matthews. She attended Baltimore City Public Schools and graduated from Dunbar Senior High School in 1952. She skipped a grade and graduated with honors. She also attended Coppin State University from 1952 to 1954. Jacqueline received her nursing certification from the Sinai Hospital Nursing Program. She passed State Boards and received her License Practical Nurse License. She also attended the South Baltimore General Hospital Nursing Program. She also passed State Boards and received her Registered Nurse License. She later went to the Community College of Baltimore earning an Associate of Arts Degree. Jacqueline was an employee at Johns Hopkins Hospital for 39 years as a Labor and Delivery Nurse. She was respected and admired by her peers and superiors. She received several awards for outstanding service. She was a nurse not only at her place of employment but in her family, in her church and in the community, giving medical advice and taking care of others who were in need or her gentle and loving way of ministering. She had a remarkable bedside manner that touched the hearts of anybody she came in contact with. Her healing touch uplifted the brokenhearted. Jacqueline was raised in the fear and admonition of the Lord. She was a member of Mount Hebron Memorial Church of God in Christ for over 60 years. She served under the late Eld. Jesse C. Griffin and Eld. Henry B. Hunt who is the current Pastor. She received Jesus as her personal Saviour and was baptized and filled with the Holy Ghost at an early age. She worked tirelessly in her church as a pianist for four choirs, Trustee and she served on the Nurses Unit and was often called upon to speak on fourth Sunday with the Missionaries. In 2004, Mother Carter was led to support her daughter, Elder Gwendolyn Parson, who was the Pastor of Reconciliation Outreach Ministries. She assisted in establishing the ministry and served as Church Mother, Head of the Trustee Board, Church Nurse and Minister of Music. She was a member of Restoration Ministries from 2010 to 2013. She was a member of Emmarts United Methodist Church from 2013 to 2022. After the Pandemic, Mother Carter returned to her COGIC roots and was a member of Greater Macedonia Ebenezer Memorial, from 2025 until February 2026. Mother Carter and other family members started a mobile outreach ministry from 2022-2025, ministering in the streets of West Baltimore City, providing care packages for individuals and families in need. Jacqueline was preceded in death by her parents Willie and Louise Morant, five siblings Alvin L Morant, (Brenda) Jesse F. Morant, William R. Morant (Linda), Reginald V. Morant (Barbara), Eldest Grandson, Bryan Kenneth Carter, (Roxanne), son-in-law Desmus Lewis (Gwendolyn), great-grandson Gregg Hill, and husband Elvyn Carter. Jacqueline leaves to remember her life and cherish her love: her sister, Beverly Morant-Oliphant, (Jim); and brother, Trent A. Morant; sisters-in-law, Barbara Morant (Reginald) and Linda Morant (William); four children, Jacqueline A. Matthews, (Edwin), Gwendolyn Parson-Lewis (Desmus), Roxanne S. Carter and Gerald S. Carter, Sr. (Loretta); grandchildren, Gerald S. Carter Jr., Philip E. Parson Jr. (Nicole), Jasmine Carter, Sylvia Y. Parson, Candace Barksdale, Chastidy Carter, Kaitlyn Matthews, Adam Matthews, Sade Ali. Maria Lewis and Janell Carter; a host of great-grandchildren, great-greatgrandchildren, beloved extended relatives, church family and friends.
